Village Projects vs Ancient Rights?

Please see the following message from the Parish Council, regarding an issue highlighted in the November PC minutes:

Palmer’s Field Development Project on hold: William Brown has applied through the Land Registry to assert ‘Manorial Rights’ as ‘Lord of the Manor’, over the village football field and Palmer’s field.

These rights would permit mining, drilling for fracking or even shooting and unfortunately could mean the Parish Council would have to withdraw its support for the development of new facilities for the Scouts, Aldbourne Band and sports.

There will be a discussion at the January 8th Parish Council meeting to decide whether to contest the assertion of these rights. This is also an opportunity for William to explain why he is doing this and to withdraw his claim. Members of the public are encouraged to attend the meeting.

The November minutes are available here. Item 14 of the November minutes reads as follows:

14. Discuss unilateral notice for title WT46992

The notice refers to Lord of Manor rights for Mr William Brown. They do not state if they are for mining or sporting rights. This notice is for Whitley Field and two more have been received for the sportsfield & Palmer’s Field.

RESOLVED UNANIMOUSLY that the claims are not valid, and a form UN4 will be sent to the Land Registry advising that the Council wishes for the unilateral notices to be cancelled. A covering letter will also be sent with the forms pointing out that if the rights really existed Cllr Brown would have recorded an interest on many occasions previously.

The next Parish Council meeting will be held, as already mentioned, on Wednesday 8th January in the Memorial Hall.
